About Us

Matt Moser is the President of Anchor Construction Corporation and brings more than 25 years of experience in civil construction and infrastructure development. Over the course of his career, he has worked with contractors, geotechnical engineering firms, and owners, gaining a well-rounded understanding of the planning, design, and delivery of projects ranging from water, sewer, and storm drain systems to electrical conduits, structural concrete, bridges, and trenchless technologies.

Matt joined Anchor in 2020 as Senior Vice President of Operational Excellence and transitioned to President in 2025. In this role, he provides leadership across every department of the company, ensuring Anchor’s teams work together to deliver safe, high-quality, and on-time results for clients across the Mid-Atlantic.

Throughout his career, Matt has overseen major infrastructure initiatives, including sanitary sewer improvements under the WSSC Federal Consent Decree, complex urban projects for DC Water, and specialized utility work at secure facilities like the Calvert Cliffs Nuclear Power Plant. While he empowers Anchor’s teams to lead day-to-day execution, he continues to play a critical role in guiding strategy, decision-making, and client relationships.

Originally from Virginia and now a Maryland resident, Matt’s leadership reflects both technical expertise and humble beginnings. Outside of work, he enjoys spending time at the beach and playing golf.

Odessa Moreno joined Anchor in 2019 and assumed the role of Vice President of Finance and Accounting in 2025. Currently, she oversees Anchor’s financial operations, audit requirements, payroll reporting and tax compliance, while also providing executive leadership within the IT department. She leverages her extensive expertise in accounting practices, US GAAP, internal control, audit preparation, and accounting technology. Mrs. Moreno is notably the first minority woman to join the Executive Team, underscoring Anchor’s commitment to diversity.

Mrs. Moreno has been the driving force behind the many improvements in people, policies and procedures within her department and Anchor as a whole. Her most distinguished accomplishment was overseeing the implementation and usage of the Vista Viewpoint ERP system, which consolidates financial, HR, and project management information into one centralized database.

Before joining Anchor, Mrs. Moreno held various accounting roles across some organizations in Maryland. She managed state and federal audits, prepared budgets, and performed year-end forecasts for a non-profit organization. Additionally, she was instrumental in improving business processes related to financial reporting, system and data integrity analysis, purchasing, and project cost accounting within construction and online retail companies. Earlier in her career, she oversaw a portfolio of more than twelve Asia Pacific companies and led the growth of outsourcing initiatives for a Fortune 500 company.

A graduate of the City University of Manila, Mrs. Moreno is a Certified Public Accountant in the Philippines and the US, licensed in Maryland and Virginia. She also holds certifications as a CCIFP (Certified Construction Industry Finance Professional) and FP&A Professional from Wharton Online.

Wen Liang has more than 30 years of construction management experience overseeing multiple projects in the Washington, D.C. metropolitan region. He has been responsible for the initial estimating, contract negotiation, project schedule implementation, cost controls, conditions change, invoicing and close-out.

Mr. Liang is familiar with IDIQ, on-call, and emergency contract work. He has overseen some of the company’s high profile projects such as DDOT re-construction of 7th Street for re-building Eastern Market, sewer improvement for the River Oaks subdivision in McLean, Va., and NAVFAC Warrior Transition Units at Walter Reed Medical Center in Bethesda, Md.

Mr. Liang is responsible for broadening the company’s client base and making sure our customers’ voices are heard and needs are met.

Mr. Liang has an MBA from the University of Baltimore and an M.S. in Construction Engineering and Management from the University of Maryland.

Since January 2022, Joe McElwee has served as the Senior Vice President over the Estimating Department at Anchor Construction Corporation. In this role, Joe leads a team of 12 estimators and administrative staff responsible for the successful bidding of projects across the Washington, DC and Baltimore, MD regions. He oversees the preparation and submission of detailed technical proposals for large-scale infrastructure and utility projects, helping to secure some of Anchor’s most complex and high-value contracts.

Joe joined Anchor Construction in 2011 after an 18-year career at Flippo Construction, where he held roles as Project Engineer and Project Manager. Throughout his career, he has managed numerous long-term contracts for major utility and transportation clients including Pepco, Verizon, DC Water, DDOT, VDOT, and Washington Gas. One of his most notable assignments was serving as Project Manager for the Georgetown Project (2001–2005), a multi-million dollar rehabilitation of major underground utilities and streetscape in the historic Georgetown area of Washington, DC. This high-profile project showcased his expertise in utility coordination, urban construction, and stakeholder communication.

At Anchor, Joe has managed contracts with nearly every major utility in the region and led complex bridge rehabilitation efforts for MD SHA. His project management experience, especially in dense urban environments, remains an invaluable asset as he continues to contribute to company-wide standards and training initiatives for project management personnel.

Joe earned a Bachelor of Science degree in Aerospace Engineering from the University of Maryland, College Park in 1991.

Rockie Paras is a results-driven construction executive with over 29 years of international and domestic experience leading complex, high-value infrastructure projects. He holds a Bachelor of Science in Civil Engineering (Licensed Civil Engineer) from Angeles City, Philippines, and began his career managing high-rise tower construction in Makati City, Manila, Philippines, later transitioning to substation projects in Riyadh, Saudi Arabia with the Saudi Consolidated Electric Company (SCECo).

After relocating to the United States in 2005, Rockie continued his career in heavy civil construction with Flippo Construction before joining Anchor Construction in 2011. Since then, he has risen through the ranks from Project Engineer to Vice President providing strategic leadership across Project Management and Field Operations. He currently oversees major contracts for clients such as Exelon and top-tier general contractors.

Rockie is known for driving operational efficiency, financial rigor, and cohesive team performance. He leads the development of CPM schedules, production controls, and cost-management strategies, while championing a proactive safety culture. His leadership has been instrumental in scaling teams, delivering client-focused solutions, and strengthening Anchor’s reputation as a leading infrastructure contractor in the Mid-Atlantic region.

Michael C. Johnson brings over 15 years of experience in civil, heavy highway, and utility construction to Anchor Construction. His expertise includes various project delivery methods, contract review, project budgeting, and scheduling. Mr. Johnson oversees multiple project teams, ensuring the successful delivery of water, sewer, and storm drain projects.

Mr. Johnson joined Anchor Construction in 2013 and played a pivotal role in managing projects across D.C., Baltimore, and surrounding areas. His leadership, planning and attention to detail have been instrumental in the completion of significant contracts, including DC Water Contracts, WSSC Contracts, and various Baltimore City/County Sewer and Water Contracts. Mr. Johnson’s ability to manage complex projects and his commitment to quality and teamwork has consistently driven successful project outcomes.

Mr. Johnson holds a Bachelor of Science in Construction Management with a minor in Business from East Carolina University and is a Design-Build Institute of America (DBIA) Certified Professional.

With over 37 years of construction experience, Jose Saravia has been a cornerstone of Anchor Construction since the companies founding in 1985. Rising through the ranks from laborer to executive leadership, Jose brings unmatched knowledge of wet utility infrastructure along with a deep understanding of construction across the board in the Washington, DC area.

As Vice President of Field Operations, Jose oversees the day-to-day execution of projects with a strong focus on safety, quality, performance, and team development. He has led complex projects for major public agencies such as DC Water, WSSC, Fairfax County, Baltimore County, and the City of Baltimore. His extensive work history, particularly in sewer, stormwater, and water distribution systems, has made him a respected leader in the industry. An example of Jose’s experience is over the past decade alone Jose has overseen multiple large-scale DC Water sanitary sewer repair and replacements contracts.

Jose is known for his collaborative leadership, commitment to mentoring, and ability to build strong relationships with owners and crews alike. Jose ensures that all stakeholders are engaged throughout construction processes and that every item is delivered on time and under budget.

Manuel Carones began his construction career at the age of 18, working alongside his father on high-rise building projects in Portugal. After serving in the Portuguese Army, he moved to the United States

in 1987 at the age of 22, eager to build a new life and continue his work in construction.
In May 1988, Manuel joined C&F Construction as a laborer. Within a year, he was asked to lead a crew temporarily while the foreman was on vacation. Despite concerns about his limited English, Manuel accepted the challenge—and excelled. His performance earned him a permanent role as foreman, a position he held for nearly a decade.

When C&F transitioned into Anchor Construction, Manuel continued to grow with the company. He was promoted to General Superintendent, where he oversaw field crews, estimating, and contract execution for major clients including the U.S. Army Corps of Engineers, Fairfax County, and the U.S. Navy.

In 2010, Manuel became Vice President of Field Operations. Over the next 15 years, he led 30 to 45 field crews, ensuring projects were staffed with the right personnel and equipment. He played a key role in recruiting and promoting many of the company’s current foremen and superintendents, while also managing shop and yard operations.

In 2024, after decades of dedicated leadership, Manuel transitioned into his current role as Vice President of Special Projects. He continues to support the new VP of Field Operations and the broader Anchor team, mentoring the next generation and contributing to the company’s ongoing success.
